Dear Comrades,
The Communist Party of India (Marxist) extends its heartfelt greetings to the 21st Congress of the Communist Party of Greece (KKE). Through you, we greet all the members of the Party and express our heartfelt solidarity.
Your Congress is meeting at a time when the entire world is struggling to contain the Covid-19 pandemic. The failure of the capitalist system in protecting people's lives and contain the spread of virus is glaringly visible. Capitalism’s thirst for profits can be seen from their desire to patent vaccines and in their denial to vaccinate all the people free of cost. This pandemic has once again exposed capitalism as an inhuman system that does not care for people's lives.
Capitalism, driven by international finance capital is trying to overcome the systemic crisis by using the pandemic as a ruse. Due to industrial closures, hundreds of thousands of workers lost their jobs adding to the increasing number of unemployed. Poverty and inequalities across the world are on the rise. The wealth owned by billionaires is increasing manifold, while the hard working, toiling people are hardly paid to even ensure their survival. In many countries people are protesting this increasing exploitation.
Ruling classes are trying to break our class unity by promoting right-wing forces and parties that propagate racism, religious fundamentalism, sectarianism and regional chauvinism. As communists and adherents of Marxism-Leninism, it falls upon us to expose their divisive ideology and strengthen class unity.
Comrades,
In India, as you are aware, the failure of the ruling classes in containing the pandemic had resulted in the death of hundreds of thousands of people. Many more have lost their livelihood and are pushed into extreme poverty. Instead of strengthening the health care system and taking steps to protect people’s livelihoods, the right-wing, authoritarian government is catering to the needs of big capitalists and international finance capital.
Many sectors of our economy, including agriculture, defence, insurance and banking are prised open for the entry of private capital and multinationals.
Braving the pandemic and authoritarian restrictions imposed on the expression of dissent, workers and farmers are leading the protests against government policies. The right-wing, religious sectarian forces are trying to foment divisions among the people and divert their attention from economic issues. Our Party is actively involved in building worker-peasant unity as the core around which all the exploited people would rally.
In the recently concluded elections to the legislative assemblies in five provinces, our Party got re-elected to head the government in Kerala. This victory was possible due to the effective governance provided by our government, pro-people policies pursued within the limitations of the system and the manner in which it had tackled the Covid-19 pandemic. Our government’s performance was lauded by various sections of people.

Our Party too has started preparations for conducting its 23rd Party Congress in early 2022. We are in the process of reviewing all our struggles and efforts to build a class based Left Democratic Front.
We are extremely thankful to the KKE for expressing its solidarity with the protests of our workers and peasants and condemning the repression unleashed on them. This once again reflects the rich tradition of internationalism practiced by the KKE.
We take this opportunity to salute the KKE, which is in the forefront, leading various struggles in defence of the rights of the working class and other toiling people. We are confident that the 21st Congress of the KKE, guided by its 102-year old rich history of struggle and sacrifice, will further strengthen the Party and its resolve for establishing a exploitation free society.
The CPI(M) considers KKE as a close friend and cherishes the fraternal relations between our both Parties. We hope that the decisions you take in this Congress would further strengthen our fraternal relations.
